The Drone Market This Week: A $400 Million Laser Program, DHS Hands Out $1.5 Billion, and the FCC Goes Retroactive
Three separate arms of the U.S. government spent this week rewriting the rules of the domestic drone market, and they moved in the same direction. The Army is converting laser weapons from a two-decade science project into a program of record with real production quantities behind it. DHS finally put a department-wide acquisition vehicle in place for counter-drone gear after years of components buying piecemeal. The FCC proposed cutting off the import and sale of foreign drones it had already authorized, which would hand the domestic manufacturing base a market it has never had. Meanwhile the threat side kept validating the spend: a bomb-rigged drone turned up at Leipzig/Halle airport next to a Ukrainian ammunition flight, Ukraine put more than 450 drones over sixteen Russian regions in a single night, and Taiwan started publicly describing how it plans to turn the strait into a drone hellscape.
Here’s the breakdown.
The Army Moves to Make Counter-Drone Lasers a Program of Record
Bloomberg reported on August 7 that the U.S. Army will spend at least $400 million on counter-drone laser systems, with AeroVironment positioned as the supplier. The vehicle is the Enduring High Energy Laser program, or E-HEL, and reporting indicates the agreement could cover up to twenty systems. Lt. Gen. Frank Lozano, the Army’s portfolio acquisition executive for Fires, confirmed in mid-July that negotiations were underway after AeroVironment demonstrated the capability at White Sands Missile Range. AVAV shares rose 9.1% on the report and finished the week up roughly 25%.
E-HEL is built to defeat Group 1 through Group 3 drones with directed energy instead of expendable interceptors. The engineering lineage runs through DE M-SHORAD, the 50 kilowatt class laser the Army mounted on a Stryker, which proved the concept could survive inside a maneuver air defense formation while also exposing how hard it is to package power generation, cooling, beam control and sensors on an armored chassis. E-HEL is the more modular, more deployable answer to that problem.
The word that matters here is “enduring.” A program of record means lasers move into the Army’s permanent acquisition, budgeting and sustainment structure rather than living cycle to cycle on experimentation money. The driver is arithmetic: firing a six-figure interceptor at a four-figure attack drone loses the exchange every time, and the magazine runs dry. A laser trades ammunition for electricity; while not cheap, electrons are much easier to procure on short notice, in theater, than munitions.
DHS Puts $1.5 Billion Behind Counter-Drone Procurement
The Department of Homeland Security announced on August 5 that it had awarded a five-year, $1.5 billion indefinite-delivery/indefinite-quantity contract for counter-unmanned aircraft systems, split across twelve companies. Ordering opened August 1 and runs through July 31, 2031. Forty-seven vendors bid. Track 1, covering hardware, software and ancillary services with a ceiling just over $1 billion, went to Dedrone Defense, D-Fend Solutions, Leidos, Fortem Technologies, CACI, BAE Systems Technology Solutions & Services and EMS Defense Technologies. Track 2, covering managed services and integration with a ceiling near $489 million, went to Booz Allen Hamilton, General Dynamics Information Technology, Parsons Government Services, BAE, Leidos, Anduril Industries and Astrion Group.
The contract replaces a patchwork in which the Secret Service, CBP, the Coast Guard, ICE, TSA and FEMA each ran their own counter-drone procurement. The statement of work sets floors: detect at a minimum of 2 kilometers, track at least three unmanned aircraft simultaneously, and mitigate threats at a minimum of 500 meters. It also arrives on top of expanded legal authority, since the SAFER SKIES Act in the fiscal 2026 NDAA extended DHS and DOJ mitigation powers and, for the first time, opened counter-UAS authority to state, local, tribal and territorial law enforcement under an interim final rule effective July 1.
Homeland Security Secretary Markwayne Mullin framed the award as improving mission readiness across components. The more revealing comment came from Under Secretary for Science and Technology Pedro Allende, who told a Commercial Drone Alliance event days before the award that the department was “behind the hook” on its own defenses and that nothing was off the table, from jamming to takeover systems to kinetic intercept. A separate $500 million DHS grant program for state and local counter-drone capability has already pushed out $250 million with another $250 million appropriated for fiscal 2027.
The FCC Proposes a Retroactive Ban on Previously Approved Foreign Drones
On August 7 the FCC’s Public Safety and Homeland Security Bureau and Office of Engineering and Technology issued a public notice seeking comment on a rule prohibiting the import, marketing and sale of certain foreign-made drones and drone components already on the Covered List. DJI was added to that list last year after a congressionally mandated security audit never took place, which blocked authorization of new models but left previously cleared products free to be imported and sold. This proposal closes that gap. The comment window runs through September 2.
The scope is defined by capability rather than by model. The notice targets drones with thermal imaging, drones with LiDAR obstacle avoidance, drones with aerosol dispensing capability, all drone docking stations, and any drone over 55 pounds. That definition reaches well past hobbyist hardware into public safety fleets, utility inspection, mapping and agricultural spray operations. DJI responded that products already cleared for the U.S. market could no longer be imported or sold, that replacement components could become impossible to obtain, and it has begun mobilizing American pilots to file comments.
This is the most consequential regulatory development for the domestic drone market this year. The prospective Covered List ban shaped which drones could enter the country going forward. A retroactive prohibition changes the installed base, the aftermarket, and the replacement cycle all at once. Every public safety agency and commercial operator flying Chinese hardware would face a forced migration on a compressed timeline, and the only firms positioned to absorb that demand are the domestic manufacturers currently scaling into defense orders.
An Explosive Drone at Leipzig Airport Puts NATO on Notice
German authorities found a drone rigged with explosives at Leipzig/Halle airport in early August, near a Ukrainian aircraft carrying ammunition, and a bus driver knocked the device out of the air before it detonated. The Wall Street Journal reported on August 7 that U.S. intelligence links the incident to the Russian government. Russia denied involvement and called it a contrived provocation. German officials described the episode as a new quality of threat, and CNN reported that U.S. intelligence assesses Putin could pursue an action designed to test NATO’s unity.
Leipzig/Halle is not an incidental target. It is one of Europe’s largest cargo hubs and a routing point for materiel flowing toward Ukraine. A commercially available airframe carrying an explosive payload, deployed against civilian infrastructure inside a NATO member state, sits precisely in the gap between crime and armed attack that alliance doctrine was never designed to handle. The same week, drones were reported over a German Patriot repair facility, drones breached Australia’s primary fighter jet base, and a civilian drone disrupted air traffic at Ben Gurion.
The domestic threat model that U.S. and European planners have been describing in classified briefings is now showing up in wire copy. Counter-UAS budgets are fast becoming critical baseline infrastructure spending. As we have written about consistently: Airports, ports, energy terminals and rail hubs across Europe are about to be treated as defended sites. The DHS award described above is the American version of the same recognition, and both are just getting started.
The Army Expands HERO 120 Orders Under a $982 Million Program
Mistral Inc. and UVision announced on August 5 that they had received an additional U.S. Army order worth more than $50 million under the Lethal Unmanned Systems program, an IDIQ with a $982 million ceiling. The award follows the successful completion of first lot acceptance testing for the HERO 120, which cleared a key production milestone in the same week. Mistral, a subsidiary of Ondas Holdings, has now taken more than $240 million in awards under the program.
HERO 120 is a canister-launched loitering munition in the man-portable to vehicle-mounted class, designed for precision strike against armor and fortified positions with an abort-and-reattack capability that distinguishes it from a one-way attack drone. Clearing lot acceptance means the Army has validated that serial production units perform to specification, which is the gate between a demonstration contract and a sustained procurement relationship.
Loitering munitions are the category where U.S. doctrine has moved fastest, because Ukraine demonstrated that a company-level formation with organic precision strike changes the tactical math against traditional combat tactics and expensive traditional weapons systems. The $982 million ceiling on LUS gives the Army room to keep ordering without recompeting, and the cadence of awards under it has accelerated through 2026.
Taiwan Starts Describing the Hellscape Out Loud
The New York Times reported on August 9 on Taiwan’s emerging plan to meet a Chinese invasion with a mass of unmanned systems across the strait, the concept U.S. Indo-Pacific Command has referred to as a hellscape. Taiwanese officials detailed further progress on August 10. Reporting this week put Taiwan’s ambition at monthly drone output measured in the tens of thousands of units, with the island explicitly studying Ukrainian battlefield practice and, according to Ukrainian outlets, engaging directly with Ukrainian producers.
The strategic logic is that the Taiwan Strait is roughly 100 miles wide and a landing force must cross it in daylight in concentrated formations. Cheap attack drones, unmanned surface vessels and undersea systems do not need to defeat the PLA. Instead, they need to make the crossing expensive enough and slow enough that outside intervention becomes possible or the risk of failure too high to underwrite.
Taiwan is the second major economy in eighteen months to conclude that domestic drone mass production is a sovereignty requirement. Taiwan Sea drone programs are scaling in parallel. The Baltic states are buying combat-tested Ukrainian technology directly. Serbia has an Israeli-backed drone factory opening in September. The global drone supply chain is now being rebuilt along alliance lines unseen in any modern context.
Ukraine Puts 450 Drones Over Russia While Moscow Targets the Production Base
Ukraine launched more than 450 drones at targets across sixteen Russian regions in a single overnight operation, with strikes on industrial and energy sites and twelve killed in Tatarstan. Russian forces spent three consecutive days hitting Naftogaz and Ukrnafta oil and gas facilities, and Ukrainian intelligence assessed that Russia intends to field roughly 11,000 strike drones in August alone while expanding faster Geran-4 and Geran-5 variants. Each side is now aiming primarily at the other’s ability to manufacture.
CNN profiled the Ukrainian startups powering the deep-strike campaign this week, and the pattern in that reporting is consistent with what the export data has been showing: small, fast, iteration-driven manufacturers are producing long-range strike capability at a fraction of prime contractor cost and timelines. Raytheon and Lockheed Martin executives were reported to be concerned that Ukraine could build cheaper and better versions of Patriot-class interceptors, which is a remarkable sentence to read in 2026.
The production war is the whole story. Volume, iteration speed and cost per effect now determine outcomes more than platform sophistication, and every Western defense ministry watching this has drawn the same conclusion. That is why counter-UAS ceilings keep getting raised, why loitering munition IDIQs keep getting exercised, and why lasers just became a real use weapon. This has easily been the biggest doctrinal shift in military history since the industrial revolution.
Drone Stocks Making Moves
The week’s contract news and a full earnings calendar produced the sharpest sector-wide move since spring.
AeroVironment (AVAV) finished the week up roughly 25% on the Bloomberg report of the $400 million Army counter-drone laser agreement, adding 9.1% on August 7 alone. The company also completed a successful counter-unmanned aircraft laser test, announced board changes including the appointment of Michael Ruppert, and CEO commentary during the week described defense demand over the next two years as unprecedented. E-HEL would be the Army’s first directed energy program of record, and AVAV’s positioning across loitering munitions, small UAS and now directed energy makes it the most complete counter-drone platform in the public market.
Ondas Holdings (ONDS) climbed 21.6% over the week on the back of the $50 million-plus Army order through Mistral, which lifted the subsidiary’s LUS program awards above $240 million. The company also closed its acquisition of Cyberhawk, an AI-powered critical infrastructure inspection business, marking its sixth acquisition of 2026, and received Blue UAS approval on additional platforms. Former Mossad chief David Barnea joined the company earlier this month. Short interest has been reported near 44%, and the stock now carries a heavy second-half revenue expectation that management will have to convert.
Red Cat Holdings (RCAT) reported Q2 2026 revenue growth of 527% year over year with gross margins up 39% versus the prior-year quarter and 27% sequentially from Q1. The print missed consensus and shares fell 5.4% initially, then reversed hard, closing the week up 22.3% after management reaffirmed full-year 2026 guidance. Red Cat also secured a $2.49 million Air Force order for Black Widow systems in late July. The market is paying for the production ramp and the Army small UAS pipeline rather than the current quarter.
Unusual Machines (UMAC) posted Q2 2026 revenue of $16.7 million against a FactSet estimate of $9.2 million, a 687% year-over-year increase, while reporting a loss of $0.16 per share in line with expectations and swinging to a first-half profit alongside a capital raise. The company’s motor and component manufacturing position is a direct beneficiary of any FCC action that forces domestic sourcing of drone subsystems.
Kratos Defense (KTOS) delivered Q2 2026 revenue growth of 30.5% with record results, raised its full-year growth outlook to 23%, and guided hypersonics revenue to double. Piper Sandler upgraded the stock on the print. Margins remain the debate, with an operating loss accompanying the revenue growth as the company funds capacity ahead of demand, but the backlog conversion story across target drones, Valkyrie and propulsion is intact.
Palladyne AI (PDYN) reported record Q2 revenue of $5.78 million with a $12.3 million loss and $0.27 per share loss, alongside meaningful backlog growth. The company’s SwarmOS software performed again at the Army’s division-scale future warfare experiment, which positions it in the autonomy software layer rather than the airframe layer, the part of the stack where margins are structurally better if the contracts scale.
